How about using Excel - set up a grid for the whole page with columns
and rows about 1cm wide and deep. You can then implant text wherever you
want and use the border facility to mark a place to mount the stamps
spanning as many boxes as you need. If required you can also import a
picture or diagram into a set of squares.

Sorry, but I don't agree. PowerPoint (or another similar graphics' program) is
the best for designing exhibition pages. You can design and position stamp
frames, cover frames, text and whatever you need anywhere you like on the page
without being limited by lines or columns etc. Turning on "View/Guides" will
help you to align items perfectly.
I am using all these programs extensively in my work as well. MS Word has
improved in later versions, but still has a latent instability with respect to
imported items like drawing, frames or pictures. Suddenly, after some tens of
items, the order of anchors gets disturbed and the whole document is ruined.
Similarly, adjusting columns and rowns in Excel influences the whole sheet. For
different page layouts, you either need a new worksheet for each page or you
have to plan the number and size of columns "perfectly"....
I have recently made an 80-page stamp exhibit for Open Class in PowerPoint. This
